Enforcement in Focus: Policy, Technology & People

Parking enforcement has traditionally been associated with one very visible outcome: the citation. But today's parking programs are taking a broader look at enforcement: why we do it, how we do it, how we communicate it, and how we support the people responsible for carrying it out.

Starting With the "Why"

Effective enforcement starts with a clear purpose. Is the goal turnover? Safety? Accessibility? Compliance? Better use of limited curb space?

Beyond the Ticket: Why Do We Enforce? will challenge attendees to think beyond policies, technologies, and ticketing systems to consider the philosophy behind their enforcement programs. When the "why" is clear, organizations can better align policies, communications, technology, and frontline operations around shared goals.

New Tools, New Approaches

How enforcement gets done is changing, too. The Evolution of Parking Enforcement: Manual vs Mobile LPR will explore the growing role of mobile license plate recognition and how technology-enabled workflows can affect efficiency, safety, and day-to-day operations.But better enforcement isn't only about better technology.

The Return of the People's Parking Court will bring real-world parking disputes and public concerns into the courtroom, giving attendees an interactive look at communication, stakeholder engagement, and the challenges of building support for parking management decisions.

And because enforcement officers are often the public face of a parking program, Wellness & Resiliency on the Frontline will focus on the people doing the work, including the importance of supporting employees who routinely navigate public interactions, difficult conversations, and other demands of frontline service.

Looking Beyond the Citation

Together, these sessions demonstrate just how much parking enforcement is evolving. Technology matters, but so do policy, communication, employee support, and public understanding.

The goal isn't simply to issue citations more efficiently. It's to create enforcement programs that encourage compliance, support broader community and mobility goals, and give frontline teams the tools and support they need to succeed.
