Gerald Howell is the Director of the Parking Authority of River City (PARC) and a lifelong Louisville resident with more than 35 years of experience in the parking industry across public and private sectors, including 25 years in off-street and 10 years in on-street operations.

A 22-year member of PARC’s leadership team, he has led major capital projects, including garage construction and multi-million-dollar rehabilitation efforts, and has played a key role in modernizing on-street parking systems. He is recognized for developing internal talent and empowering team members to advance their careers, establishing himself as a leader of leaders within the organization.
