Board Members

President - Dr. Jennifer Tougas (Western Kentucky University)

Dr. Jennifer Tougas, Director of Parking and Transportation Services at Western Kentucky University, has been active in the parking industry for nearly a decade, and is a Certified Administrator of Public Parking (CAPP). She graduated from the University of Georgia in 1991 and 2001 with a Bachelor of Science degree and a Ph.D., respectively. Jennifer began her career as a Computer Services Specialist in Parking Services at the University of Georgia, where she eventually worked her way up to Assistant Manager. In 2004, she moved to Western Kentucky University, where she created the Parking and Transportation Services department. Jennifer is active in several professional organizations. In addition to serving on the MSTPA Board, she is the Chair of the T2 Systems Customer Advisory Board, and a member of the International Parking Institute. Jennifer is also active with Bicycle Bowling Green, a non-profit advocacy group working towards making Bowling Green, Kentucky, a "Bicycle Friendly Community".

Vice President - Ronnie Robertson (University of Alabama)

Ronnie Robertson has served as Director of Transportation Services, which includes transit, parking and fleet operations, at the University of Alabama for the past six years. Prior to becoming the Director, he spent three years at the University as the Assistant Director for Parking Services.  In 2001 he retired from the Tuscaloosa Police Department, at the rank of Captain, after serving 27 years. Ronnie graduated from the University of Alabama Law Enforcement Academy in 1973, and received his Bachelor of Science from The University of Alabama the following year. In 1988, Ronnie graduated from the Federal Bureau of Investigation National Academy. Ronnie and his wife of 32 years, Mary Ann, have one daughter.

Treasurer - Liz Zimmer (THP Limited)

Liz Zimmer, Marketing Manager and a Principal with THP Limited, has been involved
in the parking industry for 20 years. She spent five years on the enforcement and
operations side of parking and then moved into the design and engineering side
when she was hired by THP, a structural engineering and parking consulting firm.
She has worked for THP for 15 years and likes to recall her parking services
experience when talking with clients. She has been a member of IPI for eight years.
Liz has actively served on other professional association boards in every board
member capacity, and on numerous committees.

Secretary - Chrissie Balding Tune (University of Kentucky)

Chrissie Balding Tune, Marketing/Promotions Specialist Senior, joined the University of Kentucky staff in 2004. She is responsible for coordinating marketing efforts and serving as department spokesperson, departmental editor and graphic designer. Chrissie spent two years as an editor at Host Communications. She also worked in the Sports Information division of Ohio University Athletics for two years. Chrissie possesses a Bachelors of Science degree from Ohio University, and a Master of Arts in Communication from the University of Kentucky. Chrissie is also active with the Lexington chapter of Girls on the Run, serving as an assistant coach at Stonewall Elementary.

Past President
- Don Thornton (University of Kentucky)

Donald A. Thornton joined the University of Kentucky staff in 1970. He graduated from Eastern Kentucky University in 1978 with a Bachelor of Science degree. Don served on the UK Police department from 1970-1985 when he was selected as Director of Parking and Transportation Services (PTS). In June 2011, Don retired as Director of PTS. He now works on special projects for Campus Services, a sector which has oversight of PTS, along with other divisions. In addition to his duties as Past President of the MSTPA, he serves on the Board of Advisors of the International Parking Institute. Don formerly served on the Board of Directors of several parking associations, including the International Parking Institute, the Midwest Campus Parking Association and the Mid-South Parking Association. He is also a former President of the Midwest Campus Parking Association.

Director - Gary Graham (Louisiana State University)

A native of Virginia, Gary Graham graduated from the University of Virginia in 1977. Having started there as a student bus driver for the Office of Parking and Transportation in 1975, he began his full time parking career in September 1977 at UVa. He was hired at LSU in 1982 to set up the Office of Parking, Traffic & Transportation and has served as Director there since then. PT&T has 42 full time employees and 60 plus students workers. The office operates the parking and enforcement system, Visitor Center as well as a 18 bus mass transit system under contract with First Transit and a self-operated on-campus door-to-door on-demand night transit service.  LSU is completing this year the implementation of the five year plan that resulted from an extensive study of the traffic and parking system  which included shutting down the core of campus, implementing bike lanes and pedestrian corridors as well as starting the campus’ first garage which is scheduled to break ground this summer. Gary was very much involved with the evacuation centers that was established at LSU during Hurricane Katrina and worked with the issues raised during Hurricane Gustav. He completed his Masters degree in Public Administration in May 2010.

Director - Lance Hale (Vanderbilt University)

Lance Hale
, Manager of Traffic and Parking at Vanderbilt University, joined the parking office 7 years ago as Business Manager and assumed the role of Manager in July, 2008. Prior to his work in parking, he worked in university and governmental positions as an accountant and administrator, both at Vanderbilt and the University of Mississippi. Lance received his Business Management degree from the University of Mississippi in 1970 and completed graduate coursework at Delta State University. He is a member of the International Parking Institute and the National Parking Association.

Director - Brent Matthews (Chattanooga Area Regional Transit)

Brent Matthews is the Director of Parking for the Chattanooga Area Regional Area Transportation Authority, (CARTA). He came to CARTA in January 2011. Brent is responsible for all on-street parking in and also three garages and seven surface lots. Brent has ten years parking experience with a large parking operator. Brent is a member of the IPI. Brent is on the board of directors for the Downtown Chamber Council and also serves on the City Transportation Board. In his spare time, he enjoys coaching basketball and soccer. Brent and his wife Jennifer have two sons, Jacob and Nic, and three daughters, Emily, Allison, and Erin.

Director - Gary Means, CAPP (Lexington & Fayette County Parking Authority)

Gary Means is the Executive Director of the newly created Lexington & Fayette County Parking Authority and is a Certified Administrator of Public Parking (CAPP) with a BA in Broadcasting from Eastern Kentucky University. Gary is a member of the International Parking Institute. Gary has served on many local committees and task forces, including the Downtown Lexington Corporation Board of Directors and sits on the advisory committee for the Lexington Downtown Development Authority. In 2000, Gary received Downtown Lexington Corporation’s “Outstanding Individual” Award. In May of 2007 after 12 years of parking management experience with one of the nation's largest parking operators, Gary moved from private to public parking and began his current role as ED of the Lexington & Fayette County Parking Authority. Gary and his wife Melissa have two children, Jordan and Sumer.


Member-at-Large
- Tad Irvin (Standard Parking)

Tad Irvin, Senior Manager at the Standard Parking Corporation, is responsible for the day to day operations of all Standard Parking Facilities in Tennessee and Kentucky. He has 20 years of commercial parking experience, handling large city parking operations in such places as Nashville, Memphis, Charlotte, Dallas, New Orleans, Chattanooga and Birmingham. Tad is active in the Building Owners and Managers Association Chapters in both Nashville and Memphis, and has been involved with the Mid-South Transportation and Parking Association and its predecessor for five years. He also serves on the board of Miriam’s Promise, a non-profit adoption and parent counseling agency in Nashville. Tad graduated with a Bachelor of Science degree in Transportation from the University of Tennessee. Tad and his wife Polly have two children, Angela and Coty.
