First Observer™ is a parking-specific training program that arms parking professionals with the skills they need to address five critical security areas: on-street, surface lots, garages/decks, special events, and shuttle operations. Attendees will receive a First Observer™ certification for completing the course.

On-street auditing functions includes meter collection, meter maintenance and parking enforcement. The presentation will cover "how to" techniques, policies and procedures that will assist the attendees to better manage and audit on-street parking operations.

This presentation will discuss how technology, environmental and market evolution is changing the needs, skills and requirements for today’s parking and transit operators.

Park and Ride: A Case Study, Jared Forte, Transit Authority of Lexington
Lexington, Kentucky’s transit system, LexTran, launched Park & Ride routes in 2008. In 2010, multiple Park & Ride routes transported over 3,000 riders. This session will give an in-depth look at the program’s operation: how it began, how it works and the benefits, challenges and lessons learned.
New Approaches to Alernative Transportation, Dr. Delbert Ault & Stuart Kearns, AICP, University of Kentucky
This session will provide an overview of alternative transportation at UK, highlighting two recent initiatives: car sharing and "Ride Home Express". Come learn how car sharing can help manage parking demand while benefitting your customers, and find out how UK is using motor coaches to transport students home during academic breaks.

Parking garage maintenance is essential to ensure a facility’s durability and efficiency. Most important is a thorough condition assessment of the structure, lighting, and access equipment. This session will focus on lighting technologies, maintenance planning, procedures that can be done in house, and when to contact a consultant.
Parking, Transit and Special Events: A Case Study of the 2010 World Equestrian Games, Jill Barnett, LexTran; Jim Downs, Game Day Management Group; Ben Edelen, HDR, Inc.; Gary Means, LexPark
In 2010, Lexington hosted the FEI World Equestrian Games - the first time that the event was held in the United States. Over half a million people attended the Games, which boasted competitors from 57 countries. With so many people visiting the Bluegrass, parking and transit played a crucial role. The panel will discuss their experience planning, executing and evaluating the logistics of the event.
